The relation between the administrations and politicians is also complicated by the fact that the time scales used by the EU do not always correspond to those used in the various countries (Ekengren 1998).

This procedure requires extra caution in the use of attitude questions – it can be difficult for the respondent to state how everyone else in the unit feels and thinks ‘on average’ about various issues. Nevertheless, we have decided to include a few attitude questions. When we account for them we shall remind the reader of the difficulties that exist in interpreting the responses. The aim of the questionnaire survey was to provide knowledge of the extent to which various elements in the central administrations of the Nordic countries are affected by EU activities, what tasks they have in this area and what changes that have taken place in recent years.
